Job Monitoring & Evaluation Specialist


The monitoring and evaluation specialist (M&E specialist) will be responsible for assisting in development of the project’s M&E systems, ensuring appropriate data capture, and reviewing the collection of data and quality of reports on the Syrian context. S/he will consolidate findings, produce reports, and incorporate M&E priorities into activities. S/he will report directly to the Monitoring and Evaluation Manager, and will work closely with the grants management unit members, as well as with the donor in-country representatives as needed.

Principal Duties and Responsibilities
• Contribute to data analysis and impact assessments and contribute to the design of M&E plans, working with the M&E Manager.
• Assist PDOs and others as needed to draft or review Activity Database entries regarding activity development and develop M&E plans on an activity-by-activity basis.
• Edit and/or assist other project staff in drafting impact and results summaries for active grants and/or other reporting as required. Assist program staff, and grantees if necessary, with report preparation to ensure that reports capture results and impact, not only volume of activity.
• Conduct periodic site visits and attend grantee events and activities to collect data for monitoring and evaluation and document field trips in the database and through photographs, focus groups discussions, observations, stakeholder meetings, etc.
• Support development of data collection tools for preliminary profiling and impact assessments as necessary and per direction of supervisor.
• Organize scheduling and logistics of field data collection.
• Assist M&E Manager with the collection of political and security data for geographic areas targeted by the project, and triangulate information from different sources.
• Liaise with relevant staff to ensure consistency of qualitative information being collected and captured for database entries.
• Attend and contribute to weekly concept review meetings.
• Share information with PDO, grants managers, and M&E/reporting manager.
• Perform other tasks as assigned by his/her supervisor or designee.

• Bachelor’s degree in a relevant field required.
• Three to five years of demonstrated experience monitoring and evaluation and in the analysis and reporting on program impact and implementation is highly desirable.
• Strong organizational, management and administrative skills.
• Experience with gathering and analyzing data for the purposes of project or activity implementation is strongly preferred.
• Demonstrated analytical ability and capacity to prioritize multiple tasks.
• Flexibility, creativity, and the ability to maintain a rapid and demanding pace of work are required.
• An up-to-date understanding and knowledge of the political environment and social conditions in Syria.
• Experience and/or good understanding of international organizations is preferred.
• Ability/willingness to travel throughout liberated areas in Syria is required.
• Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
• Ability to work independently with minimal supervision, to prioritize multiple work assignments, to meet deadlines, and to exercise good, professional judgment that communicates the established message of the SRP program.
• Knowledge of GIS, mapping and geographical data operations, desirable.
• Working proficiency in office computer applications, including MS Word, and Excel.
• Fluent written and spoken English and Arabic required.
• Must have current work authorization (blue card or equivalent) in Germany and be authorized to work.
